About Ryan

Ryan O’Neill is a Grand Island native and Northwest High School graduate whose family’s roots in Hall County date back to the mid 1800s. For generations, his family has served Hall County and Grand Island through elected office, local boards, business, healthcare, public safety, education, and community volunteer work.

Ryan continued that tradition of service when he was elected to the Hall County Airport Authority Board in 2018 and the Grand Island City Council in 2024, where he currently serves as Council President. He has provided fiscal oversight, helped maintain balanced budgets, and guided important public projects with practical leadership and responsible decision making.

Professionally, Ryan is an IT Manager at Amur Equipment Finance with more than 20 years of management experience across finance, media, manufacturing, and technology. His education includes Central Community College and Bellevue University, giving him a strong foundation in leadership, communication, organization, and fiscal responsibility. Ryan is a member of 3rd City Sertoma, serves on the Grand Island Saddle Club board, and is involved with the Nebraska Admirals Association. Ryan brings common sense, experience, and a steady focus on serving Grand Island.

City Council President
Elected to the Grand Island City Council in 2024 and quickly earned the trust of fellow council members to serve as Council President. Ryan is an active leader who listens to concerns, digs into the data, participates in the tough conversations and works to deliver results for the residents of Grand Island.
Hall County Airport Authority Board  |  2018 — Present
Board Chair
Elected to the Hall County Airport Authority in 2018 and elevated to Board Chair in 2023. Proven experience in developing and maintaining balanced budgets and critical infrastructure improvements. He helped lead the Airport to the 2025 GIAEDC business of the year and a record year of enplanements.

Responsible Budgeting, Communication, and Efficiency at City Hall

Grand Island taxpayers deserve a City Hall that respects every dollar it receives. Ryan understands that rising costs and high property taxes put real pressure on families, homeowners, and businesses.

Ryan brings 8 years of elected experience and more than 20 years in business management, gained across multiple entities in both government and industry. That experience has compounded over time, making Ryan a stronger, more well rounded leader. As an elected official, Ryan has worked to address concerns brought forward by constituents and has been a consistent, trusted voice with the media on local issues. As Mayor, he will bring that same responsiveness to City Hall, along with a focus on cutting waste and holding every department accountable for results.

Protecting taxpayers starts with responsible budgeting. That means setting clear priorities, spending carefully, and making sure city government delivers real value for the people who pay for it.

Make Grand Island a Place People Are Proud to Live, Work, and Visit

Ryan believes Grand Island should be a city where families want to build a future, visitors want to spend time, and businesses want to invest and create jobs. That means safe neighborhoods, strong infrastructure, quality amenities, and neighborhoods that feel alive, not left behind. Businesses look for the same things families do when they decide where to invest. That's how Grand Island becomes a place people are proud to call home.

A big part of that is giving people things to do here. Grand Island needs a strong calendar of events including festivals, concerts, sporting events, and community gatherings that bring our city to life for residents and visitors alike. That includes making sure families and youth have real options for recreation, activities, and entertainment right here at home.

Visitors are also part of that equation. When people come to Grand Island to shop, stay, dine, and attend events, they pay sales tax and other local taxes that help fund city services and amenities, so residents aren't the only ones paying for what makes our city work.

When Grand Island is a place people choose to live, work, and visit, we all benefit through a stronger local economy and less pressure on property taxpayers.

Grand Island deserves a vibrant, signature destination that reflects the community's ambitions. Ryan is committed to developing the Good Life District. This is a once in a lifetime opportunity to use incentive funds from the State of Nebraska to build an competetive athletic complex and aquatic center which will draw more visitors into Grand Island and help support our local businesses. These buildings will also support needs of Grand Island residents and quality of life for future generations.
